EU anti-dumping case against China's melamine sent to the European Commission | Axunsi

LONDON (ICIS)-Sources said on Thursday that European melamine producers have filed a complaint with the European Commission for the extension of anti-dumping duties on materials from China.

The EU's five-year tariff on China's melamine will expire on May 14, 2016. Manufacturers require an extension request at least three months before that date before an extension can be considered.

The original complaint was filed by the three major European melamine producers-Poland’s Zaklady Azotowe Pulawy (ZAP), the Netherlands’ OCI melamine and Austria’s Borealis Agrolinz melamine, which accounted for more than 50% of total European production.

According to data from Axioms China, despite the existence of anti-dumping duties, Germany is still the top 10 destinations for China's melamine export in 2015.

Turkey is the fourth major export destination for Chinese products, with a total of 22,482 tons of materials exported in 2015.

Turkey has been rated as the most competitive country in the world by a European manufacturer. The producer added that Turkey has become a two-tier market and therefore still needs A-grade materials from Europe. 

Given the current tariffs, Germany and the Netherlands are the only EU countries to enter the top 20 Chinese export destinations, highlighting that tariffs have made Europe no longer a viable option for many Chinese producers.

The European Commission stated in the survey results that between 2006 and 2009, the sales of Chinese melamine exporters in the EU market increased by 30%, while the total consumption of the EU melamine market fell by 12% to 323,638 tons during the same period. in 2011.  

After market data showed that Chinese exporters of melamine sold the material at dumping prices, the EU decided to impose a tariff of 415 euros/ton (600 US dollars/ton). The provisional anti-dumping duties in 2011 ranged from 44.9% to 65.2%.

The market has been interested in the market for some time, and both parties in the market are interested in any progress and whether the existing tariffs will be extended. 

"Everything is going according to plan," a European manufacturer said on the matter.

A separate producer added; "Now it is in the hands of the European Commission."

A buyer said: "I don't know if we can extend it" and added that before the tariffs were imposed in 2011, the company had purchased some melamine from China. 

Melamine is used to produce molded powders to make tableware, automotive coatings, fan coils and electrical appliances. Other uses include binder resins, which are used to make wood panels used in the construction of kitchens, bathrooms, furniture, and floors.
